You can unlock this area by using wild fragment on the gate that located on Bresha Ruins 005 AF.
Platinum Ring (1)
Additional Reward: 1.000 CP
Go to point (1) and then talk to Jonah. He’ll ask you to find Recording Device. Find and return it (see the map above to find it) to Jonah.
Mythril Ring (2)
Additional Reward: 1.000 CP
Go to point (2) on map above. the man will ask you to find the commander. Go to ‘Commander” loacation (shown on map above). Go back to point (2) after talking with the commander to obtain this fragment.
Iridium Ring (3)
Additional Reward: 1.000 Cp and wild fragment
Go to point (3) and then use moogle hunt over there to reveal Lex. He’ll ask you to talk with his friend. Go to Joker ‘Brant’ location that shown on the map above. You need to make a joke three times:
[0] I was in a hurry so I scrambled to make eggs for breakfast
[0] Mine safely riddled with legal pitfalls
[0] Salt merchants are movers and shakers
You’ll obtain My Buddy’s Message , back and talk to Lex to obtain this fragment. You’ll also obtain wild fragment from this quest.
Control Device Password 2 (4)
Additional Reward: 1.000 CP
You’ll obtain this fragment by completing a side quest (Adamantite Ring) on Bresha Ruins 100 AF. See this link for detailed information.

When I go to where the recording device should be, all I see is an empty item container. Motel hunt does not reveal anything and I do not have it already in my inventory. *scratches head*

Hey I appreciate the info & maps, I just wanted to let you know for the position of the recording device in Bresha Ruins 300AF is a little off. Bring your marker down more into box area very top left of map. I ran back to the guy thinking I found it & had not realized I didnt find it because it wasn’t appearing I was just off a little.
